This is a rocket body of a russian rocket launched from Baikonur on 23 December 1981.

The picture shown is a 40 second exposure I made with the spc900nc webcam. You can clearly see that the Satellite is a 'tumbler'; the changing reflectivity of the satellite indicates a tumbling period of about 8-9 seconds.
